In a major boost to India’s digital and industrial future, the Honourable Telangana Chief Minister Shri A. Revanth Reddy’s high-powered TelanganaRising delegation to Japan has resulted in a series of transformative agreements across AI infrastructure, transmission and distribution (T&D) manufacturing, global talent mobility, environmental conservation, eco-friendly projects, circular economy, rejuvenation of water bodies, and clean energy cooperation.
Aiming to attract Japanese investments to Telangana, the high-powered delegation led by the honourable visionary Chief Minister toured Japan for a week from April 16 to 22, 2025, forging strategic alliances (agreements, MoUs, LoIs) with leading industry players across different sectors. What began as a mission to secure Rs. 5,000 crore in investments has exceeded all expectations — Telangana has now clinched deals worth an impressive Rs. 12,062 crore, more than doubling its target.

Future City – India’s first net zero industrial city
In a landmark push toward sustainable urbanisation, the Telangana government has unveiled plans for Future City, a next-generation green industrial hub to be developed as “India’s first Net Zero industrial city” and Hyderabad’s fourth major urban centre. Spanning 30,000 acres, Future City aims to integrate “clean energy, smart mobility, and circular economy frameworks” to reimagine how cities grow.
At the heart of this vision is a high-profile collaboration with Japan’s Marubeni Corporation, which has signed a Letter of Intent (LoI) to establish a state-of-the-art industrial park across 600 acres in a phased development. The proposed Rs. 1,000 crore investment is expected to attract a wave of Japanese and global manufacturers to Hyderabad.
“We are delighted after listening to Chief Minister Mr. Revanth Reddy’s vision for Telangana and Hyderabad, and wish to be among the earliest to explore possibilities there,” said Dai Sakakura, Executive Officer & COO of Marubeni’s Next Generation Business. Marubeni operates across 65 countries with over 50,000 employees.
Strategic investment and employment boost
The Marubeni Industrial Park, to be located in Future City, will focus on sectors such as electronics, green pharma, precision engineering, aerospace, and defence. The park is projected to draw over Rs. 5,000 crore in total investments and create 30,000 jobs, direct and indirect, significantly enhancing Telangana’s industrial and employment landscape.
A sustainable model for next-gen urbanisation
Governor Jishnu Dev Varma, in a recent address to the State Legislature, described the Future City as a “sustainable and economically vibrant net-zero city”, spread over 765 sq km and encompassing 56 villages across seven mandals. Strategically located between the Srisailam and Nagarjunasagar highways, the area falls within Hyderabad’s 160-kilometre Outer Ring Road (ORR).
A dedicated Future City Development Authority will oversee planning, execution, and service delivery for the project, which aims to balance industrial growth with high living standards.
Following the Old City, Cyberabad, and HITEC City, Future City marks Hyderabad’s entry into a “new phase of green industrialisation and sustainable urban growth” with a focus on global partnerships, smart infrastructure, and ecological resilience.
Scripting many firsts: Telangana Zone at Osaka Expo 2025
The Telangana delegation’s presence at the prestigious Osaka Expo 2025 created history by scripting many firsts:
- In a historic feat, Honourable Telangana Chief Minister Shri A. Revanth Reddy along with IT and Industries Minister D. Sridhar Babu, became the first to enter the Bharat Pavillion and unveil the Telangana Zone.
- This is the first-ever visit by any Chief Minister of Telangana to Japan, or to the Osaka Expo – which is held once in five years.
- Telangana, under Honourable Telangana Chief Minister Shri A. Revanth Reddy’s leadership, also became the first Indian State to be present at the Expo.
The delegation showcased not only Telangana’s business, arts, cultural and tourist potential to visitors from across the world, but also Hyderabad and Telangana as a potential city and State respectively for prospective investments by Japanese firms.
Hon’ble CM’s Japan visit spurs ‘Eco Town’ vision
During his April 21 visit to Kitakyushu in Japan, Honourable Telangana Chief Minister Shri A. Revanth Reddy inked several key agreements focused on “recycling, environmental restoration, and circular economy solutions”. The pacts are designed to support the creation of an ‘Eco Town’ in Hyderabad, drawing inspiration from Kitakyushu — a city globally recognised for its transformation into a model of environmental and economic balance.
“Kitakyushu stands as a model of how industrial growth and environmental sustainability can coexist,” said Mayor Kazuhisa Takeuchi. “We look forward to sharing our expertise in urban planning and ecological innovation.”
The Honourable Chief Minister also addressed Japanese investors at the Osaka World Expo 2025, highlighting Telangana’s strengths in “policy stability, ease of doing business, and robust infrastructure”.
“We offer a thriving, business-friendly ecosystem. Come to Hyderabad, design your products, manufacture in Telangana, and use us as a base for the Indian market and global exports,” he urged the Japanese firms.
Leading the ‘Green City’ movement
Honourable Telangana Chief Minister Shri A. Revanth Reddy believes that Hyderabad can no longer rely on mere “reactive policies and patchwork fixes”. Instead, the city is on the brink of embracing a future that is resilient, regenerative, and inclusive. With clear political will, cross-border cooperation, and a citizen-centric approach, Hyderabad is poised to not only lead the green transformation of Telangana but also set an example for urban India.
In a time of ecological urgency, the Hon’ble Chief Minister is crafting a bold answer for Hyderabad — where growth and greenery co-exist, where rivers and reservoirs are preserved, and where the future flows as clean and clear as the waters the government is striving to restore.
Hyderabad metro extension and ‘AI City’ anchor
In line with the integrated urban vision, Honourable Telangana Chief Minister Shri A. Revanth Reddy has directed officials to prepare plans to extend the Hyderabad Metro by 40 km to connect Future City, including the Young India Skills Development University. The city’s design will be anchored by AI City, pharma and manufacturing clusters, and multi-modal mobility systems.
“Except for Chandigarh, no Indian city has been fully developed in a planned manner since Independence,” the Honourable Chief Minister said at the Ugadi celebrations. “We want the Future City to serve as a national model for sustainable development.”

NTT DATA & Neysa to Build India’s Largest AI Data Centre Cluster in Hyderabad
The Government of Telangana signed a landmark Rs. 10,500 crore MoU with NTT DATA and Neysa Networks to establish a state-of-the-art AI Data Centre Cluster in Hyderabad.
- The 400 MW facility will host 25,000 GPUs, making it the most powerful AI supercomputing hub in the country.
- Designed to support both public and enterprise AI workloads, the facility will be powered by up to 500 MW of grid and renewable energy, using advanced cooling technologies like liquid immersion and maintaining the highest ESG standards.
“This project marks a transformative step in making Telangana the AI capital of India,” said Honourable Telangana Chief Minister Shri A. Revanth Reddy. “With reliable power, skilled talent, and policy stability, our State is ready to power the next generation of digital services,” he added.
Toshiba to expand T&D manufacturing in Telangana
Toshiba Transmission & Distribution Systems India (TTDI) will invest Rs. 562 crore to set up a new surge arrester facility and expand its transformer and switchgear manufacturing at its Rudraram plant.
- The MoU was signed in the presence of Hiroshi Furuta, Chairman & MD of TTDI, and Telangana’s leadership.
- The expansion is aligned with India’s “Make in India” initiative and aims to meet growing demand in conventional and renewable energy sectors.
“Telangana’s industrial ecosystem and innovation-friendly policies make it an ideal investment destination. This partnership reflects our long-term commitment to India’s power sector,” said Furuta.
Telangana to export skilled talent to Japan
Telangana Overseas Manpower Company Ltd. (TOMCOM) inked MoUs with TERN Group and Raj Group to facilitate employment opportunities for skilled workers in Japan.
- Over 500 jobs are expected in sectors like healthcare, engineering, hospitality, and construction.
- The initiative aims to diversify international employment avenues and is part of the government’s broader push for global workforce mobility.
Sister-city agreement with Kitakyushu
During his visit to Kitakyushu, the Hon’ble Chief Minister shared a few major proposals with Mayor Kazuhisa Takeuchi –
- Establishing a Japanese Language Institute to train local youth in green tech, opening employment pathways in both Japan and global green sectors.
- Exchange of skills and talent between the two cities – Kitakyushu and Hyderabad.
- Negotiating direct flight routes between Hyderabad and Kitakyushu, fostering deeper bilateral cooperation and tourism.
- Adopting scalable models of low-carbon urbanism, aiming to make the Eco Town a prototype for cities across Telangana.
“Japan is going through a demographic shift and really needs young people to step into all kinds of roles. We’ve got the talent and skills to help — but the one big hurdle is language. Our people are ready, they just need to learn Japanese to really make the most of those opportunities,” Honourable Telangana Chief Minister Shri A. Revanth Reddy said to the Mayor.
The Honourable Chief Minister hailed the Mayor’s idea of “a sister-city agreement between Hyderabad and Kitakyushu”.
Hiroshima collaboration and cultural exchange
In Hiroshima, Telangana officials met with the Vice-Governor to discuss collaborations in clean technology, underground metro systems, disaster-resilient infrastructure, and academic exchanges. The Telangana delegation also proposed a “Hiroshima-Telangana Automotive and Mobility Corridor.”
“Telangana and Hiroshima share values of peace, resilience, and sustainability. We aim to build a long-term partnership that empowers people and inspires innovation,” said the Hon’ble Chief Minister.
With over 50 Japanese firms already operating in Telangana, the State is emerging as a trusted partner for global investment. As Honourable Telangana Chief Minister Shri A. Revanth Reddy concluded, “A new chapter is rising in Telangana — one that builds timeless connections between Japan and India.”
